Completing a Local Impact Assessment (LIA) for your GMT increase application

The Local Impact Assessment (LIA) submissions are split into Class 1 and Class 2 depending on which Statistical Area Level 2 (SA2) your venue is located in and the requested increase to your Gaming Machine Threshold (GMT).

You do not need to submit an LIA with your GMT application if:

  • your venue is situated in a Band 1 SA2 and, if the application is approved, the total increase in gaming machine threshold for the past 12 months would be 20 or less;
  • the transfer of entitlements or permits or lease of entitlements is between venues situated in the same SA2;
  • the transfer of entitlements or permits or lease of entitlements is between venues in the same LGA and the transferring venue is in a SA2 of the same or higher band than the receiving venue; or
  • the transfer or lease of entitlements, or trasnfer or permits, to your venue from another venue in a SA directly bordering your venue's SA2, and the transferring venue's SA2 is of the same or higher Band than your venue's SA2. 

If you do need to submit an LIA, follow these 2 steps:

Step 1 – Find out which SA2 band your venue is in.

Step 2 – Find out which LIA you need to complete.

Step 1: SA2 bands

Each SA2 is assigned a score with a weighting of:

All SA2s in NSW are then ranked into Band 1, Band 2, Band 3 according with the:

  • bottom 20% (i.e. those with the highest levels of socio-economic disadvantage) are put into Band 3
  • next 30% are put into Band 2
  • remaining 50% (i.e. those with the lowest levels of socio-economic disadvantage) are put into Band 1.

Step 2: LIA class

Now find out if you need to complete a Class 1 LIA or a Class 2 LIA.

You must complete a Class 1 LIA if:

  • venue is located in a Band 1 SA2 and a mid-range increase of 21-40 in the GMT is requested
  • venue is located in a Band 2 SA2 and low-range of 1-20 in the GMT is requested.

You must show that the proposed increase in the GMT will have a positive contribution towards the local community. The FS3115 Class 1 LIA fact sheet (PDF, 233 KB) and GL4014 Local Impact Assessment Guidelines (PDF, 435MB) has the information you need to complete a Class 1 LIA.

You must complete a Class 2 LIA if:

  • venue is in a Band 1 SA2 and a high-range increase of 40 or more in the GMT is requested
  • venue is in a Band 2 SA2 and a mid-range increase of 21-40 or more in the GMT is requested
  • venue is in a Band 3 SA2 and an increase in the GMT is requested.
