Mr Grant said the ClubGRANTS Category 3 program will provide between $100,000 and $300,000 for new and upgraded infrastructure for up to 25 projects in the 2015/16 financial year.
"The NSW Government is committed to ensuring people have access to art and culture no matter where they live - this investment will build participation and ensure our facilities are equipped for the long term," Mr Grant said.
"Particular emphasis will be given to projects that support disadvantaged and regional and remote communities, as they often struggle to attract this level of funding.
"Projects eligible for funding can include construction, alteration, renovation, completion or fitting out of buildings for arts and cultural use."
The establishment of the Category 3 program was a commitment the Liberals and Nationals made, in partnership with ClubsNSW, to the people of NSW before the 2011 election.
Other funding rounds under Category 3, focusing on sports infrastructure and emergency service upgrades, have already been opened for this year with many local communities looking to benefit.
Successful projects must be shovel-ready to commence by 30 September 2016 and be completed no later than 30 September 2018.
