The NSW Independent Casino Commission (NICC) is responsible for regulating casinos in NSW. The Casino Control Act 1992 was amended on 5 September 2022 to establish the NICC and to include comprehensive measures targeting key issues such as money laundering and other criminal activity.

Under the delegation of the NICC, L&GNSW administers systems for the licensing, supervision, and control of NSW's two casinos.

As part of this administration, L&GNSW assists the NICC to:

  • oversee casino operations, including overt and covert operations to ensure compliance with gambling harm minimisation requirements
  • approve and license relevant casino staff
  • approve the games to be played in a casino and the rules under which such games are played
  • approve gaming equipment for use in a casino
  • approve the operating times of a casino.

Before the 2022 reforms, the NSW Independent Liquor & Gaming Authority (ILGA) conducted reviews, investigations and inquiries relating to casino licences and operations. Casino reviews and investigations undertaken by ILGA are listed below.

The Independent Liquor and Gaming Authority of New South Wales established a Review of The Star Pty Ltd in November 2021 that concluded on 31 August 2022 when Adam Bell SC handed down his findings.

Under section 31 of the Casino Control Act 1992, every five years, the Independent Liquor & Gaming Authority (ILGA) must investigate and form an opinion as to whether

  • the casino operator is a suitable person to continue to give effect to the casino licence and this Act
  • it is in the public interest that the casino licence should continue in force.

If a restricted gaming licence is granted before 15 November 2019, the licence is, for the purposes of section 31, taken to be granted on this date.
