Changes to Local Impact Assessment Bands

Updated Local Impact Assessment bands for areas in NSW

The Independent Liquor & Gaming Authority (Authority) reclassified Statistical Area 2s into revised Local Impact Assessment (LIA) bands that indicate the level of risk of associated with introducing additional gaming machines into specific areas across the state. These changes came into effect midnight on 30 October 2023.

The changes update the classification of geographic boundaries called (SA2s) determined by the Australian Bureau of Statistics (ABS) into three bands: Band 1, Band 2 or Band 3.

The updated LIA bands reflect changes to SA2s and Socio-Economic Indexes for Areas (SEIFA) published by the ABS, and current electronic gaming machine density and expenditure. The revised LIA bands will ensure each SA2 LIA bands continue to reflect current levels of risk.

Exceptions for existing applications

The Authority will assess the following existing applications using the former SA2 LIA bands that were in place prior to the new classifications:

  • Applications received by the Authority prior to midnight on the 30 October 2023
  • Class 2 applications received by the Authority on or after midnight on the 30 October 2023 where the applicant commenced the required notification activities prior to midnight on the 30 October 2023.

New annual LIA band update

From October 2024, the Independent Liquor & Gaming Authority will commence an annual classification of SA2s into revised LIA bands each year.

The annual update will consider changes in SA2 electronic gaming machine expenditure and density. This will ensure LIA bands continue to accurate risk levels where additional gaming machines are sought.

How will this change affect venues seeking additional gaming machines?

If you are a venue seeking an increase to your Gaming Machine Threshold, you will need to complete an LIA. The type of LIA you need to complete is determined by which SA2 your venue is located in, and which LIA band is associated with that SA2.
