NSW Government announces independent panel to oversee gaming reform roadmap

1195767The NSW Government is taking the next step in reducing gambling harm and tackling criminal activity through money laundering by establishing an independent panel into gaming reform. 

The panel will oversee the cashless gaming trial and recommend an implementation roadmap for gaming reforms in NSW. This delivers on the Government’s election commitment to establish an independent panel made up of representatives from law enforcement, gambling and health experts, academics and industry. 

The panel will be chaired by former NSW Office of Liquor, Gaming and Racing Commissioner Michael Foggo.

Sting operation monitors alcohol delivery compliance

1195804A recent undercover operation by Liquor & Gaming NSW (L&GNSW) found some same day alcohol delivery drivers did not perform mandatory ID checks when delivering alcohol to inspectors.  

The operation took place at a rented property in Darlinghurst, where L&GNSW inspectors placed orders for alcohol delivery to monitor compliance with ID and self-exclusion requirements. The operation found that all providers tested had effective self-exclusion processes in place, but some delivery contractors did not check identification, including one instance where a bottle was handed out a car window.   

L&GNSW is now investigating the providers involved in the instances of non-compliance. Operations have shown that delivery operators are largely compliant, with almost 90% checking identification at the point of delivery.

Relaxed liquor licence conditions for some Newcastle venues

This is an image of diners eating in a restaurantRelaxed liquor licence conditions will continue for 15 of the Newcastle licensed venues that participated in a trial examining options for boosting the city’s nightlife. The changed conditions include the removal of 1am and 1.30am lockout restrictions and the easing of restrictions on the types of drinks that may be served.  

The Newcastle area has been subject to stringent trading conditions since 2008. Following the Newcastle Liquor Licence Trial, participating venues were able to apply to the Independent Liquor and Gaming Authority (ILGA) to have their liquor licence conditions removed or varied permanently. The proposals were assessed on a case-by-case basis, with a strong focus on compliance and safety.

Extended trading for FIFA Women’s World Cup

This is an image of a soccer ball in the back of the netLiquor trading hours have been extended for certain matches during the FIFA Women’s World Cup. Hotels and registered clubs will now be able to trade for longer hours for seven scheduled Sunday matches enabling fans to celebrate the events.

Regulatory Roadshow visits Bathurst

CEO of Hospitality and Racing, Anthony Keon, and the executive team shared the group's regulatory approach and current priorities, discussing opportunities for collaboration with the local community and businesses, including bringing back live events to help boost the night-time economy.

The next roadshow will be held in Fairfield on Tuesday 19 September.

Licences now cancelled for unpaid Annual Liquor Licence Fee

An image of bar stools and tableLiquor licences with unpaid annual liquor licence fees were cancelled today (25 July 2023). You cannot trade with a cancelled licence.

If you wish to use your cancelled licence, you must first apply for the reinstatement of your licence and pay a reinstatement fee in addition to your annual liquor licence fee and late payment fee. The last day to apply for a licence reinstatement is 18 September 2023. After this your licence will be permanently cancelled.

Political donations banned for clubs with gaming machines from 1 July 2023

this is an image of a gaming machineRegistered clubs involved in wagering, betting or other gambling (including clubs that have gaming machines) are banned from making political donations from 1 July 2023.  

Clubs can continue to allow part of their premises to be used for some political activities (for example, as a venue for MPs or candidates to meet with community), as long as they don't provide complimentary goods or services with/for this use such as: 
  • food
  • beverages
  • use of staff or contractors
  • use of IT or AV facilities
Registered club premises cannot be used for electoral fundraising purposes or as an electoral campaign office. More information is available on the NSW Electoral Commission website.

Gruen shines spotlight on Reclaim the Game campaign

The panel discussed the impact and prevalence of sports betting advertising, featuring a Reclaim the Game ad from the South Sydney Rabbitohs.

Reclaim the Game challenges the normalisation of sports betting and advertising in sport, raising awareness around the risks associated with gambling. The campaign is delivered in partnership with NSW sporting clubs, spanning across 15 AFL, A-League, Cricket, NBL and NRL teams.

Snow season underway

An image of friends having a drink at the snowSnowy region licensed venues are reminded of the need to ensure they are providing safe and responsible service of alcohol and gambling this ski season. L&GNSW inspectors attended last month’s Snowy Mountains Liquor Accord and will be monitoring compliance throughout the snow season, visiting venues and working closely with licensees to ensure a safe and enjoyable hospitality environment for the community.

L&GNSW continues proactive adjustments to gaming machine tax on an ongoing basis

this is an image of a woman on a laptopAdjustments will now be processed before the issue of final quarter’s gaming machine tax invoices on the 14th of the month.   

Adjustments will be accounted for in the final quarter, and the licensee’s nominated bank account will be direct debited on the 21st of the month for the correct amount, without the need for an application.

Research finds young people feel inundated by gambling messages

this is an image of a boy on his phoneNew research has been released on gambling, gaming and simulated gambling among young people aged 12-17 years in NSW. The research conducted by CQUniversity and funded through the NSW Responsible Gambling Fund, provides insight into the perspectives of young people on various gambling influences.  

Young people reported being inundated with promotional gambling messages in their everyday lives, especially sports betting adverts and adverts for social casino games.  

The study’s participants also identified strategies they believe would help protect them against gambling harm, including tighter regulation and age-related restrictions for simulated gambling features.

Casino regulatory plan unveiled

an image of the NSW Independent Casino Commission CharterThe NSW Independent Casino Commission (NICC) has published its Strategic Plan 2023-24 and Charter, marking a key establishment milestone for the new regulator. The NICC launched on 5 September 2022 and began work immediately to minimise harm and maximise casino accountability.  

The Strategic Plan outlines what the NICC aims to achieve over the next 12 months, highlighting four priority areas that sit atop major streams of work: 
  1. Establish the NICC's independence
  2. Set the right standards
  3. Provide robust supervision
  4. Address emerging risks

The NICC Charter supports the NICC’s operations, assisting commissioners to perform their regulatory duties and ensure the NICC complies with its legal obligations.
