Annual liquor licence fee changes

The Annual Liquor Licence Fee (ALLF) for all licence types has been increased to support a range of regulatory and trading changes to help boost the night-time economy in NSW.

The compliance history risk loading has also increased, but only venues with a demerit point pay the compliance loading fee.

The increase takes effect on 15 March 2024 and will be applied to the upcoming 2024 ALLF cycle.

Why are fees increasing?

Liquor licensing in NSW is built on a framework where the industry contributes to the cost of its regulation. The funds collected from the fee increase will go directly towards the implementation of a series of NSW Government reforms that aim to support and generate more activity within the night-time economy across NSW.

The NSW Government anticipates these reforms will deliver substantial benefits to the industry, enhancing the long-term economic well-being of licensed businesses across NSW. These benefits not only extend to those in cities, but also licensees across rural and regional NSW.

What are the increases?

Under the NSW Government’s reforms, incentives for live music and performance venues have been made permanent. Any venue that is listed by Liquor & Gaming NSW as a dedicated live music and performance venue is eligible to receive an annual 80% discount on its base fee and trading hours risk loading. In addition, from this year, venues whose licensees and managers have not incurred any demerit points in the last three years will be rewarded with a 5% discount on its base licence fee and trading hours risk loading.

Venues experiencing financial difficulties are eligible to apply for a  fee waiver for the upcoming ALLF cycle. To be considered by Liquor & Gaming NSW, applicants must provide evidence of financial hardship and submit their application before 22 May 2024.

Additional reform

The NSW Government will be consulting with licensees in relation to further reform that makes it easier to operate in NSW and further enhance the night-time economy.
