Same day alcohol delivery - Update on alternative online age verification options

The NSW Government has granted an extension of temporary provisions, until 31 May 2024 enabling same day delivery providers to continue to use additional options to verify a customer’s age.

Extended alternative age verification options

Point of sale online age verification requirements for same day alcohol delivery providers came into effect in NSW on 1 June 2022. Since that time, same day delivery providers have been required to verify the age of customers who order alcohol online – at the point of sale using an accredited digital identity service provider under the Australian Government’s Trusted Digital Identity (TDIF) Framework.

In response to some businesses experiencing technical issues in meeting this requirement, the NSW Government introduced two temporary options made available to same day delivery businesses to very customer’s age at the point of sale:

  • Temporary Option 1: Artificial Intelligence based authentication of evidence of age document.
    • Under this option you must use the services of a TDIF accredited identity service provider or provisionally accepted provider that uses an artificial intelligence system to authenticate an evidence of age document for the purchaser.  Under this option, you may use solutions that do not involve verification using the national Document Verification Service (DVS).
  • Temporary Option 2: Requiring the purchaser to make a statement.
    • Under this option you must require the purchaser to state that they will produce at the time the same day delivery is made, an evidence of age document that verifies the purchaser’s identity and age. Records of this statement being made should be kept by delivery providers over the 12-month period.

As some NSW businesses are still experiencing technical issues with meeting the TDIF requirements, the NSW Government has now extended the availability for businesses to use the two alternative options for a further 12 months, until 31 May 2024.

Provisionally accepted age verification providers

The NSW Government has also extended the ability for same day delivery businesses to use an identity service provider that is currently undergoing TDIF accreditation for a further 12-months, until 31 May 2024.

Liquor & Gaming NSW will continue to monitor the operation of the alternate methods and will review their effectiveness and any remaining issues before 1 June 2024.
