This guideline provides information to stakeholders, and guidance to the Director General of the Department of Trade & Investment, Regional Infrastructure and Services and the NSW Commissioner of Police, as to ILGA's arrangements for making orders to close licensed premises for up to 72 hours.

This guideline concerns the process by which ILGA considers the likely social impact of a licence, authorisation or approval on community well-being when determining whether to grant certain applications. It provides information to relevant stakeholders (including applicants for a licence, authorisation or approval and members of the community) about the type of information that is likely to be of assistance to ILGA when considering that impact.

This guideline applies to supermarkets that have a retail floor area of more than 240 square metres, and provides additional policy guidance as to the requirements of section 30 of the Liquor Act 2007 when applications under the Act in relation to these supermarkets are considered.

Authority Guideline 18 - Cumulative Impact Assessment Sydney CBD Entertainment and Kings Cross precincts PDF, 9516.42 KB

The Cumulative Impact Assessment forms part of the regulatory framework used to manage the large concentrations of licensed premises in the precincts and related cumulative impacts. It applies to hotels (excluding tourist accommodation), registered clubs, nightclubs, packaged liquor outlets, late-trading karaoke bars and strip clubs. The Assessment sets out four areas in the precincts where the Authority will generally not approve further licences, late-night trading or increases to licensed boundaries for these types of premises due to the likelihood that this would have an overall negative social impact.

These ‘Cumulative Impact Areas’ include the South CBD, Oxford St/Darlinghurst, Wynyard Station and Surrounds, and Kings Cross. The Assessment contains relevant information on, and supporting evidence for, this licensing approach. It also provides guidance on the factors that ILGA will consider when assessing any applications in these areas and the types of circumstances where exceptions can apply.

ILGA has issued this Assessment under Division 5 of Part 4 of the Liquor Act 2007.
